Who decides how to spend the money?

Each year the United Way of Garland County will ask Member Agencies to submit their budget request for the upcoming year by the end of July.  The entire program of services, including a financial statement covering all agency services, shall be included.  The annual request shall also include a current financial statement, board list, board meeting dates and places, audit/compilation report, a complete detail report of income and expenses, Supplemental Fund Raising Agreement and Member Agency Agreement.  Copies are provided to members of the United Way Budget Committee prior to the time of budget conferences.

The Budget Committee consists of eight Board members, with the 1st Vice President serving as the chairman.  The full Board is divided into sub-committees.   Each sub-committee is assigned a certain number of agencies to review in accordance with their budget request.  Budget conferences are held in the Fall to consider agency requests for the following year and to develop budget recommendations.  Each sub-committee is asked to visit their assigned agency and attend an agency board meeting.  Sub-committee recommendations are presented to the Budget Committee.   From these recommendations, the Budget Committee will recommend to the Board the pre-campaign allocations for the upcoming year.  It is understood that budget requests approved prior to the end of campaign are tentative in nature.  Final appropriations are determined as soon as possible after the conclusion of the campaign.   In the event of campaign failure to meet goal, all budgets shall be re-examined and appropriations revised in light of the funds available.
